It depends on how short you're hair is. The shorter it is, the less hair the clips have to grip to. Also the clips can be seen when worn with really short hair. They tend to fall out but on the plus side they can be used again and again, and the longer you're hair, the better grip they will have. This would be the cheapest option.
Extensions that are glued in might be the best option if you're hair is too short for the clip in hair although they will only last about 4 weeks and then feel slightly matted. Hope this is of some use, i've just managed to grow my hair back after having it cut short, I've tried everything, am a hairdresser.

It depends on how short your hair is.
If your hair is long enough to cover teh clip part of the clip-ons then you're good.
Make sure, however that the clip-ons are made with real hair unless you want it to show that it's not your hair lol.
You could do both, of course certain extentions would hold better than clip-ons and sometimes you'd have to take your clip-ons out for certain activities but there are some clip-ons that hold on to your hair pretty well so you should be safe.
I personally have clip-on hair and it holds really well.

it depends on how long your hair is but there are that many ways to having extentions its great, if you dont want to wear tem all the time you can get them with clips on , you just section the hair and then clip them in, they are pretty cool and much easier to look after where as you could get the wefts or singles, personally either wefts or clip in ones would be better in short hair,

You can use clip on's just make sure when you put them in your hair that their in a place where the clip can't be seen some manufactures use real hair and you can buy clip on's in many colours and they cost a fraction of what hair extensions would

i had my hair cut to chin length but hated it, i invested in some hair wefts made from real hair of ebay - they wernt expensive about £18.00 inc clips. So long as you get a colour closest as poss people wont know. I often get complaments of how nice my hair is - they clip in great and they have never fallen/slid out, well worth the money!!
