Does anyone know what this is? I read somewhere that some males have this but I am still vague has to what it is. My is 4 and his penis is still a bit small to notice, but sometimes when he is erect this mark is clearly visible. Anyone else's son have this? What is it? Is it important to have it check it?

It is normal. Every male has it and being a female I can't tell you its purpose but it is there! Some are just more noticable than others.

Normal.
May have to do with the amount of melanin in his skin i.e. if he is dark skinned rather than fair skinned.

Totally normal, just more noticeable when they are young.
