My budgies head feathers are kind of rising and it looks like black dots are starting to form on the tips. Is this a kind of disease? What should I do? o, Do budgies like to b cuddled

Your budgie may have 'mites' ... you should get some good 'mite and flea powder' for BUDGIES and other small birds, and NEVER use anything made for cats or dogs ... and 'apply it according to directions.'
And yes, some budgies do like to be 'cuddled' (but not tight enough to hurt it, of course) but other's don't ... so try 'teaching your budgie' to like cuddling by starting 'slowly' and building up to a 'full cuddle' ... but if you get a 'nip' then you should stop immediately because your budgie 'doesn't like it' and wants you to stop.

Birds can move their head feathers at their own will, have them either standing up or laying down. More information is needed on the age of your budgie and his coloration and diet to give any information on the black spots. Does he bath in his water bowl or do you mist him with a water bottle? Do not use the mite stuff on him or around him, this often does more harm than good and mites are not usually black.

Can't be sure without a picture, but it sounds like your budgie is just being its molt.

Should its beak or cere (the skin above the beak, where the nostrils are) begin to look crusty or swollen, then the bird does need to see an avian vet.

i don't think so. this is probably just the coloring of his feathers. it depends how old your bird is. young birds have horizontal bars that run along their foreheads. as they get older, these bars go back,until they are mature, and they leave th top of the head pen in a sort of cap, i think it is called. it also depends on the color. white birs, these bars are barly visible, green, you can't miss them. yellow, it is sort of hard. you can also tell if he is old by his eyes. if they have a white ring around the puple, they are meture. if it is all black, they are babies, or adilecents. as far as cuddleing, most birdd don't like to, they prefer petting and scratching, or just sitting on your sholder. but i have had some that do. anyway, i don't know about the spots, you should probably see a vet if it doesn't sound like the age bars. good luck!

No I really don't think so, it probably lust preening! Some like to be cuddled but some don't.
