England and Wales (when the flag was thought up) were one. Therefore the Welsh flag (a dragon) isn't included. But as mentioned before, it the countries that make up the Union...
England Scotland and Ireland

Quote from web
The flag consists of three heraldic crosses.

The cross of St George, England. Red cross on white background

The cross saltire of St Andrew, Scotland, is a diagonal white cross on a blue ground.

The cross saltire of St Patrick, patron saint of Ireland, is a diagonal red cross on a white ground.

The Welsh dragon does not appear on the Union Flag. This is because when the first Union Flag was created in 1606, the Principality of Wales by that time was already united with England and was no longer a separate principality.

The blue with the white cross is the St. Andrew's flag of scotland and the white with red cross is St. George's England flag. The white with X red is Ireland. It represents the Union and is usually called the Union Jack. However it is supposed to be called the Union Flag and only the Union Jack when on a ship.
