How do I stop my dog from eating the cotton from his pee pad?

I have a Shih Tzu that starting eating the cotton part of his pee pee pad/or newspaper when we put it out for him, when we're not home. He never did that before until around xmas which then he was 14 mths old.

My dog (a boxer) did the same thing when life got hectic around our house. From what I've read in books, etc. dogs like and need a routine and when the routine is a bit broken they will sometimes act up. The problem was resolved when we brought our life back to normal andre-established "the rules" by firmly saying "no", etc. It could also be your dogs way of saying that he is not happy about being left alone.
