Due to the fact that the Big 3 are not so big anymore. Most people here in the US have a big issue with the fact that a foreign company is soon going to be the biggest auto maker in the world. Now with strong sales in the US people are going to be contacting elected officials to let them know what they think about the "Big 3" going under and the distain for a successful foreign company. They don't want it to happen. So long story short Toyota is bracing for a large backlash from the american public...which has the ability to hurt them by the votes that are made in congress. Lobbying (Democrats especially) they will have the ability to help move votes in a way that will help them in the long run. GM does it, Daimler does it and so does Ford. Just the way that our awesome...but messed up system works.

For the same reason all businesses, professions, organized groups lobby congress. Congress is in the 'business' of disrupting life. A group lobbies congress because it either wants congress to disrupt someone else's life or because the group wants congress not to disrupt its life.

Because our Congress is bought & paid for by lobbyists, and they want to keep it that way. GM, Ford and Chrysler are trying to get a $500M "grant" (read: taxpayer funded bailout) for them to develop new batteries for electric vehicles.
