Whether it's a black band worn around the arm (usually the left arm) or black tape across one's badge if one is in a 'job' that wears a badge, it's called a 'mourning band' ... that's way too easy, I know, but it's why it's called that ... it signifies the 'sadness' one feels because a person has died.
