I assume you are referring to the fact that the U.S. is planning to design a new hydrogen (fusion) warhead. The new warhead will be used to replace existing warheads that are aging. The explosive power (yield) of the new warheads are not being designed to be more powerful than what we already have - only to replace them with newer equipment.

Actually it's not so much that they are trying to kill more people; they are actually trying to kill less. Today's nuclear weapons emit alot less radiation and fallout than the ones that were built during the Cold War. Also they are experimenting with small yield nuclear weapons to breach heavily reinforced bunkers that may contain nuclear weapons and or other essential warfighting elements ( c&c bunkers etc..) .

Okay, and what physical property of a "bad guy" would you target with the radiation that a "good guy" does NOT have?
DNA? Cell replication? Bone Marrow?
Unfortunately, to radiation, a "bad guy" is exactly the same thing as a "good guy". That's why we still need grunts on the ground to be able to distinguish them.

war is necessary regardless of who were at risk. a war has to happen and be fought whatever the cosequencies. war has always been our way of life since time begun. word wars often leads to a larger scale conventional conflicts. and can of course turn into more destructive nuclear. in which the US might do it again if one of the four sabre rattling nations can't be pacified peacefully. lets just hope that these egoistic leaders, won't aggrevate the situation if they choose to be crystalized...
