To Melsplains' defense, I believe she meant "tasty" wine, not just expensive wine. I've had plenty of delicious reds that cost less then $10 a bottle. That doesn't take away from a well-aged, classic bottle... but at the same time, it doesn't have to be expensive to be enjoyable.
In answer of your question, not sure if Targets by you sell this-- Banrock Station Merlot is fabulous. I really don't like Merlots normally, but this is a great, INCREDIBLY CHEAP ($4) bottle!

Cellar No.8 2004 Merlot is a great inexpensive wine. It usually costs about $8-9. It's a Napa Valley merlot made by Asti vineyards. Try it, you'll like it.

OK you have to try this!
Merlot (Red wine) by Red Diamond (washington) you can buy it at Binney's or Meijers. only $9.99 a bottle and great wine too.
Also pinot noirs are very good cause they have very low tannins in them.

try something contained in the Arbor Mist type. decrease priced, and in diverse flavors: White Zins, Chardonnays, and Reds. Tropical end result, Exotics end result, and Sangrias. no longer undesirable in any respect.
