I have my own digital camera and a white background (wall). Is there anything physically on official passport photos that you get from somewhere like Walgreens that I can't duplicate myself with my own digital camera and photo paper? 8 passport photos will otherwise cost me almost 30 dollars.

If you go to this address, there's a tutorial that shows you how to size your pictures. They also mention some websites for official government requirements, but the links don't work right now. Try searching for the US State department; I'm guessing they will know.

In Canada, passport photos need to be done by a professional photographer and signed by that photographer on the back. If you shop around you should be able to find a place to get them done very cheaply. I am assuming you will be travelling, which usually costs money, so you are hopefully not totally broke. Unless you want a higher chance of them rejecting your picture and possibly have a delay in getting your passport, I'd suggest that you just look for the cheapest place to get them done, unless you know all the laws and how to take an acceptable passport picture. The lighting (at least in Canada) has to be flat with no shadows, so you may have trouble doing that indoors. However, good luck! Make sure you use a tripod or have a friend take the picture if you do decide to try it yourself.

Use a white background (beside the wall) and have someone take it for you. The photos need to be 2" x 2". I just had one done at Walgreens ($8.00 for 2), and it was of really poor quality. If you are applying for passports, your local license bureau may do the passport photos for free when you apply for the passport. If you need them for a visa or something, I'd just do them yourself.

You can try and do it this way, check with the post office they usually have the guidelines for the photos. Just beware, in this age of digital photography and manipulation, that some places will not accept a digital image for passports.

They will accept dye-sub or silver digital prints, they won't take an ink jet photo. So if your printer is an ink jet, you will have to print them elsewhere.
The hard part will be getting your head the right size. And it does have to be exactly within the guidelines. No tank tops. No shadows behind you. No glare on glasses. No tinted glasses. Hairline cannot be obscured. White bg.

Yes you can. In fact, the folks at Walgreens can give you tips on how to take perfect pictures. You need to know the size, the angle of the face, wearing jewelry etc.

use the checksheets and links in this web for a complete listing of passport photo requirements - because they are a computer scan, if the state department's computer cant do a proper scan of the photos, they will be rejected and the application delayed.
