Apartments mean living in close quarters with neighbors, so you don't want a loud dog. I would avoid Terriers, in that case, since they're know for high-energy and for being rather yappy. Bichons Frises do well with families and are not known for being loud at all. They DO require quite a bit of grooming, though. However, most breeds that would do well in your situation will require frequent grooming (Bichons, Mini/Toy Poodles, ShihTzus, Maltese, Cavalier King Charles Spaniels, etc). LowChens are also great companion pets, but are not very common in the US right now. But, once again, they require a good amount of grooming.
However, as long as you're not too picky with the looks of your dog, your groomer can always keep his coat very short all over so that you'll have to visit the grooming salon a bit less frequently.
Also, before you buy any puppy, DO YOUR HOMEWORK! I can't stress this enough. Know what you're in for before you're in it! www.akc.org will help you research many breeds, learn about them, find a reputable breeder, etc.

How about a Silky Terrier
They are about 8 to 12 pounds
They are great dogs
I had one, I loved it
They will make a good apartment pet
I am looking for a dog, but Silky's are two small for an six year old
I am looking at an Cockapoo or Cavapoo
Most are between 10 and 20 pounds

I live in a 3rd floor apartment with my toy poodle. They don't shed, they weigh less <10 lbs. and are very smart and easy to train. My little Bentley is 12 weeks old and already sits by the door when ready to go out. They say poodles tend to bark a lot, but Bentley is actually a very quiet, very sweet dog. Any dog will be as long as they are socialized at an early age and you nip bad behavior in the bud. Good luck on your search for the right pup!

The Cairn Terrier is an awesome dog, especially great for kids. Cute, Playful and intelligent, tends not to be hyper nippy or jumpy. Easy to train and eager to please. They are an excellent family dog for an apartment situation. Adult size: 13-14 lbs., about 10" tall at the shoulders.
The breed is originally from Scotland. Grooming is necessary, but minimal. Weekly brushing, maybe a clip every 3-4 months. And honestly, they shed very little!

Part of this depends on how old your kids are, and what you are looking for in a dog besides size. A couple small breeds that are good with kids are the Cavalier King Charles Spaniel, Pug, Bichon Frise, and Papillon. Other breeds can also be good with kids so long as you get them as a puppy so they grow up in that environment, such as the Min. Poodle, Pomeranian, and Min. Schnauzer. Depending how much care you want to put into this dog... Shih Tzu (sh_i_t-zu).... Lasso apso... I've been around both and they're both good dogs but they require a lot of grooming (since they have the long fur).... You could try a Jack Russel though I have heard of mixed reactions with them... some are aggressive and some are very playful.

I live in an apartment with my fiance and two children. We have a Jack Russell Terrier (Jazzy) who is perfect for our apartment. We just moved from a large house with yard in NC to a NYC apartment which was a huge change for Jazzy, but he adjusted very well and is great for kids and apartment. He is VERY smart which made potty training for the apartment a breeze.

Bishon Frise, Shetland sheepdog (really, they don't shed as much as you think), WestHighland Terrier (needs exercise).
All good dogs for children, affectionate and great companions.
No Miniature Pinschers (nippers, abit aggressive)
Stay away from alot of other terriers...very energetic.

I would try go with one of the non sheding breeds... poodles...are my favorite... I had a poodles for 16 years and when he passed we got a mix breed... shitz tzu/maltease... non sheding and maltease do not have odor... so he doesnt' smell musky like a terrier breed can. But I do have to do a lots...lots... of grooming.
maybe check out some animal rescue sites...or your local shelter.
