Yes and no. The cause is, but many people in the Deaf community don't consider themselves disease-ridden or disfunctional. They have their own language and culture. It is a unique and interesting culture, and I highly recommend people get an idea of how these people live and communicate. It's a wonderful thing. I'm hard of hearing with congenital deafness in my left ear from a birth defect. In college I got to be part of the Deaf community (sort of) when I learned sign language. It's an amazing lifestyle.
