Your neighbor is disturbed. Some people are simply disturbed by others, no matter what they might have or not have done. Tell him he is free to complain to the super or manager if something violates code, or offends others, but that if he alone is having a problem, and continues to create one for you, law enforcement WILL be notified.
Also, contact law enforcement and make out a complaint. Even if the police can't (or won't) do anything about it, they will at the very minimum have it on record that he can be a nuisance. The police, and legal system, work on the basis of precedence, so even if this is a sole incident, you don't want to wait until/if it escalates to begin making your worries about him known.
Again, try talking to him, confronting him, about what his problem is, but don't forget to register the complaint. It could be he has a past history of aggresive behavior and needs to be monitored.

Whoa.. this guys sounds like he has some real control issues. Does he live alone? If not, maybe there's a sane person in his flat you can chat with... or even get more info on him from your landlord. He could be mentally ill? At any rate, I'd let him know that if he continues to harass you that you'll call the police because his actions are unmerited.

You should ask him politely first, if he has any idea what happened to your lights. Failing to get a satisfactory apology out of that, address the matter privately with your land lord, homeowner's association or condo board. No reason to get the police involved. Obviously, this guy has some problem with you that goes beyond lights. Best that you get to the bottom of it before things escalate further. Try to talk to "Stuart" one on one and get the source of his aggravation - and try to accomodate him, if he's not just nuts - for the sake of peace in your new home.

Don't go and talk with him. He sounds disturbed.
Tape a note on his door or a really good place is around the mail box area if it is public so that everyone will see it, write big block letters,"Don't bother me again or destroy my property, the authorities will be notified".
You don't need to sign it, just put down your apartment number. He will know where it came from, DO NOT BE AFRAID.

Confront him first. Try to be friendly, and try to find out what his problem really is. If that doesn't work, call the police. But don't vandalize his property in return because 2 wrongs DON'T equal a right.

Get written statements from the decent tenants around you...statements of his behavior toward you. (paper trail)
Make a police report. (proof or not)
Ya know...damage or not...call and tell them what you heard
Notify your landlord...tell your suspicions and why.
Place a hidden camera in view of the door....set to record at night. (permission of landlord if in hall)
Don't get revenge! It can be tempting at times...I know.
All too often the whole thing gets reversed and you look bad.
I'd ask "Stuart" if he saw anyone at my door at 3:00 am....(he'll get hint)
Your situation is why I like living in the country on my own property. Have a problem.....(lock and load)

Unless you have pictures or video of him doing the vandalizing, there is not much you can do. If you confront him, he'll get worse. Vandalizing his could land you in trouble.
Don't know what you mean by him 'attacking' your front door. If he did actual damage to it, report it to the landlord. It still may be his word against yours, unless someone else witnessed it.

Call the police, it's criminal damage. They probably won't want to do anything about it but keep nagging them. This time he attacked your door, what will he attack next time?
