If the place you're in allows a certain degree of public foreplay - I'm thinking the beaches in southwest Cozumel and most of Martinique, or the Playboy mansion, or the Oval Office - then biting your partner's toenails is acceptable at all times, provided you have an appropriate drink as a chaser. I recommend Pimms and Canada Dry, or perhaps Captain Morgan Dark, straight up.
Biting your own toenails is acceptable behaviour at Esalen, but not in the jacuzzi.

Obviously this depends on the dress code for the function you are attending. In any setting or event where open-toe shoes or sandals are acceptable footwear, toenail biting is considered acceptable. The only caveat is that if at a formal dinner, one should not rest one's bare foot on the dinner plate once dinner is served. The severed toenail should, of course, be discretely spat in your napkin or suit coat pocket.

This would never be appropriate as the question indicates that this would be done in public. Maybe in your own home, in private, if your own sense of cleanliness allows you to do this with out being disgusted, but certainly not in public.

Probably never b/c people will be pretty grossed out. But maybe if you are with other toe nail biters it could work out okay.
