Air Canada does fly direct from Toronto to San Juan, however only on Saturdays. Every other day of the week you will most likely have to connect in the U.S. Connecting flights can also be made in the Dominican Republic, Venezuela, and Panama, however with the exception of the Dominican Republic, the other two nations are a bit farther to connect.

You will find that there is not a direct flight from Toronto to San Juan, Puerto Rico.
The major airlines US Airways, United and American Airlines, Air Canada all fly from Toronto to San Juan but you will have to change planes at somewhere like New York, Boston, Washington or Olrlando Florida or even Miami.
On www.expedia.com, you can get a return from Toronto to San Juan in April for about $400
