Yes, God 'can' read your mind ... but you must remember that God is a 'being outside of time and space' so that his 'mind reading' of your 'individual thoughts' doesn't matter nearly as much as how he 'reads you as a person' in the whole.

Ps. 44: 21 (Luke 16: 15) he knoweth the secrets of the heart.
Ps. 94: 11 Lord knoweth the thoughts of man.
2 Ne. 9: 20 (Morm. 8: 17; D&C 127: 2) God . . . knoweth all things, and there is not anything save he knows.

Yes, because He is omniscient.
However, God is not interested in reading your mind. All possible thoughts in you at any point had been worked out for you to pick one, like in a multiple-choice question. Whatever choice you make will elicit a reaction which you will have to live with. Eventually, you learn to make better choices and progress spiritually.

Some people can read your mind too. I have done mind reading experiments with incredible success. He can also put thoughts into you mind using you to create his miracles

He created your mind! He knows every thought that every mind has ever conceived. His ways are so far above ours that we folly at trying to humanize Him. The power we have to ourselves (we control totally) and He will not interfere with, unless we ask, is CHOICE!.
