In a colloquial sense, "natural" typically means that something has come directly from the Earth with few or no processing steps. Of course, to a chemist or physicist, everything is natural, as you said.

The problem with your question is in its premise. You accept, without proof or sufficient evidence, that in fact we have clear understanding of cause and effect relationships in the brain.
So, to make the assumption that "behavior is governed by nature" assumes by definition a closed universe with no potential for external agency. Your question assumes your preferred answer its assumptions, which is a logic error.
We do not have a good understanding of cause and effect relationships in the brain. The brain is the most complicated object, by orders of magnitude, in the material universe.
It is very trendy to talk about behavior in tersm of "chemical imbalances" or trying to tie a neurotransmitter to a behaviour. The problem is that when you go from the subatomic, to the atomic, to the molecular, to the complex molecular, to the subcellular system to the cell, to the cellular system, to the organ, to the organ system, to the organism, to the organism functioning in a social context (behaviour). Each level of additional complexity has emergent properties that to varying degrees are/are not understood and are/are not predictable from the preceeding level.
The naturalist will point to the "law of emergent properties" as "evidence" against a creator, of course all along begging the question of "why is there such a thing as emergent properties?".
Therefore, you have committed a logical error in the form of your question, and you have also assumed greater knowledge about behavioural causes and effects than are known
