Because without the personificationof evil, there would be no reference for the goodness of God.
How could the Jews have become a people, then a nation and "god's chosen people" if they did not have a banner they could unite under? religion provides a goal and an anti-goal.. This keeps it's adherents square in a controlled middle.
If it's done right (as in the case of Judaism, Christianity, and Islam) then you can evolve it into a world force (kinda like multi-level marketing) -
The real question is:
Why did Lucifer rebel?

First, He did not send Satan to earth to become the devil. Satan was kicked out of heaven. He became the devil when he rebelled against God wanting to become God himself.
"Why didn't God send him to somewhere in outer space where he could do no one any harm?" Your real question is, why is there evil?--and no one has a totally satisfying answer, no human on earth.
Except maybe this possibility: It is necessary. Ultimately Satan is merely a tool, a means to an end. When mankind rebelled in the Garden, mankind set in motion plan B. God preferred plan A, but man chose B. Plan B involves suffering, part of the cure of the human race. We do not like this, but we are stuck with it.

First, neither Lucifer nor Satan are his name. We don't know his true name; Lucifer is simply the Latin translation of "Day Star," one of Satan's nicknames (see Isaiah 14:12 -- Lucifer is from the Latin Vulgate translation, but worked its way into our English Bibles; the Hebrew Bible reads "day-star" here). "HaSatan" are the Hebrew words for "the adversary." It is from this that we get the word Satan.
God sent Satan to the earth because of his pride, which corrupted him and caused him to sin. (See Ezekiel 28:11-19.) If you notice, Satan thought he was as good as God and could attain His throne. The Bible doesn't tell us definitively why God made Satan the prince of this earth. My best guess is that God wanted to prove to Satan that he isn't as godly as he thinks he is. Look at the state of the earth today -- it's obvious Satan doesn't run a very tight ship, if you know what I mean.

He didnt plan on lucifur wanting to be God. And he didn't send him to space because it is rediculous. he sent him to earth because it was a horrible place then. He also thought it would be awful for him to live with the humans. In this became the ultimate faith. Without the "Devil" people wouldn't be tested. To be devoted to god

Read Ezekiel 28:12-19. and Isaiah 14:12-14.
People should read it to see rather than assuming Milton's Paradise lost is the only source on the subject.
God says in verse 19 of Ezekiel 28, "Thou shalt be a terror"
His sin was pride in Isaiah 14.

We will never know such answers to this question. Not everything that God has done or hasnt done can be explained. God himself tells us in the Bible. In Deutronomy 29:29. It says "there are somethings God has kept secret from us" -so we will never know until the day we meet him. But he has given us his Law to abide by.
Do not worry yourself about things that no human can explain or understand because you will never find the answer. Just obey and follow God's will.

I'm not sure i just know that whatever God does He has a reason,and i don't question Him,but i believe that just like satan every one has a choice to make,either live for yourself[as satan did] or to live for God

Because god has no power. Satan was trying to warn us of the evil god, a god that didn't want us to know the difference between good and evil.. Think about it, why would a good god want us to not know the difference between good and evil? Why would an evil creature want us to know the difference? God had as much power to stop satan as he does to save this planet from us.
