Any slow moving vehicle in California must pull over at the nearest safe location when they have 5 or more cars behind them. CVC 21656 .

We have a narrow, two-lane road near us which has a similar problem because of gravel trucks. It's frustrating when they see the line of cars behind them, have numerous places where they can pull off safely and yet don't.

You can report this to your local CHP, and provided they aren't extremely busy, can post an officer to observe this behavior and start issuing tickets. Complaining about it to the trucking company will more than likely do no good. However in California, commercial license tickets are taken very seriously and cannot be waived by taking a defensive driving course. a driver with tickets can cost an employer a lot more money in insurance premiums - so this is the route I'd pursue. After a couple tickets, I'm willing to bet the word will get around and this behavior will stop.

The actual code is as follows:

"On a two-lane highway where passing is unsafe because of
traffic in the opposite direction or other conditions, a slow-moving
vehicle, including a passenger vehicle, behind which five or more
vehicles are formed in line, shall turn off the roadway at the
nearest place designated as a turnout by signs erected by the
authority having jurisdiction over the highway, or wherever
sufficient area for a safe turnout exists, in order to permit the
vehicles following it to proceed. As used in this section a
slow-moving vehicle is one which is proceeding at a rate of speed
less than the normal flow of traffic at the particular time and
place."

Trucks are required by law if there are 5 or more cars behind them.Cars don't because they run on gas and can pick up speed faster than trucks. It's more curtacy for cars to do.You have to remember that trucks take longer to build up speed 1) they have alot of gears to go through to shift up 2)they are heavier than cars especially with a full load 3) they run on diesel which doesn't have the same octane as gas which burns faster.

You could conceivably complain to the Police and/or the owners of the trucks. Why don't you just leave for work fifteen minutes earlier, or find another rouite?

You are late to work daily because you leave too late daily. Stop blaming everything but you. Child, the world is not always a pretty place.
