All of these programs are free and capable of doing this.
However, as other answerer indicated, it is not a point and click thing. You have to learn how and put some effort into it.

Depends what you mean, GIMP is free and capable of that. But it is image modification not just point and click. You could improve it if you collect several different features you want to modify and save them as files too add as a layer and then tweak it to match your picture. But I don't know of any freeware that does the automatic face modification.
