Sure it is ok to touch them and bring them in. But bring them all in, including the mom or bring none in. If you not bring them in, make sure you supply some supplemental heat, such as a heat lamp or heated pad meant for pets. Congratulations on the new additions and help mom to take good care of them, with fresh water and a good dog food.

Please go and get the pups and bring them inside. I hope you have a pen or box or something to put them in, something the Mom can get into and out of but the pups can't. Puppies that young shouldn't be outside anyway because of air borne diseases as well as the cold. I would add cottage cheese or other calcium to the Mom's diet right now, because she will lose a lot nursing what I assume to be a lot of Pups.

Bring them inside! If the puppies get to cold they can die. Touching them is fine you can hold them all you want just make sure to keep the mom with them as much as possible right now.

If you dog is an outside dog and the pups were born out they should stay out of doors. you could put them in a garage or building. the main thing is to make sure they have shelter. a dog house if that is the case but it should not me to large or they will not be able to hold heat very well. there is absolutely no reason you can not touch the pups. I have raised champion rotts for years and i handled my pups on a daily basis. you should not however let children handle them. and if it upsets momma limit the touching as much as possible . if you have a safe indoor place with sufficient room for them bring them in.. but remember once they are in you cannot take them back and forth this will cause them to get sick and they cannot handle drastic changes.

definetly bring the puppies inside. They need to be kept warm.
They will try to keep warm under the mother and they risk being
crushed. They keep their tales under thier body when they are
cold so just bring them in and it is ok to touch them, just have
one person do it and have the mom with you while your doing it,
and when your done, give mom a treat and just keep an eye
on them for the day.

Mother dogs should not have to whelp puppies outside in the cold so yes you should move her and her babies to a warmer spot and make better plans next time if you are going to continue to let her have puppies.

YES! The pups should be in a whelping box where the temp is kept at slightly above room temprature or they will not survive. Clamping small floodlights to the edges of the whelping box does a nice job.

Go get those pups and get them and mom inside right now.
Those pups can't regulate body temperature at this age, and they are very prone to dying from a chill.
It is perfectly safe to handle the pups if mom will allow it. Short sessions of daily handling are beneficial for pups from day one.
If mom is to nervous to let you touch the pups with her around, distract her and move her first. Then grab the pups and put them inside, then bring mom to them.
If left in the cold they WILL Die.

It's fine. I'm surprised momma dog hasn't already brought them to you to show them off. The mother should see you take them (and walk with you inside so she won't panic about the disappearance)
