I just fixed the exact same problem on a '99 Cabrio (same engine). The starter coil had shorted out after getting a bit wet in a storm. Then some sensors needed to be changed--in the cold mornings, the starter would turn over just fine, the computer just wasn't giving the engine enough gas to start. Until you get the coil and the sensors checked out, depress the gas just a little bit when starting. Hold the starter 10 seconds, then release. Wait 15 seconds, then try again. It should start up by the third or fourth attempt.

Had the same problem. Try a hair dryer in the carb. I know it sounds funny but if you get an water in there it won't start or it takes about 25 mintues to get it going. You need to tighten that up and you should be ok.

distibutor cab, rotor and probably plugs and wires need changes.

If it's only doing it after heavy rains your getting moisture in the electrical system. and the above ention items are most likely your problem. Start with the cap and rotor. but if the wires have never been changed do that too. alot of folks don't realize how important your cap, rotor, plugs, and wires are to your cars performance and fuel mileage

Could be a battery or alternator. Or maybe even your starter.
