Santos Garcia is a common latin american name. Considering she was born in Texas, she could be mexican, but that doesnt mean she is. There are many white mexicans that dont have any indian blood in them. The best way to find out is to ask her brothers, sisters or husband (your father) if they are still alive.

Do you know her parents' names?

There are 8 "Santos Garcia" (4 male, 4 female) in the US 1920 census in Cameron Co, Texas.

The census will most likely list her as white with Mexican ancestry, but it's a place to start working back in time.
