Here's a real-time story you can draw inferences from.
I was in a restaurant last night with three other guys, a girl one guy was dating and her friend. At a table right next to us, three girls dressed for a night on the town were enjoying breakfast at 4am. One of them, a gorgeous and unusually tall Asian girl, was boring holes in my skull with looks and speaking to her two other Asian friends.
I gave a couple obvious looks back but didn't leave the table. When we got up to leave, I let them get ahead, then approached the other table with light conversation. I had already written my name and number on a small notebook pad and detached it. I found this girl was celebrating her 24th b-day, and one of my friends came back to see if I was coming with, so I wished her happy birthday, gave her the note with a smile and left.
I was confident, I didn't embarrass her and I left the ball in her court.

go talk to her! find out her name, ask her out for some coffee, something like that. you can start talking and most of the time you can tell whether a lady is single or not by the way she acts. if shes comfortable about revealing information about her and talking about things, then shes single. if shes kind of conservative and not comfortable talking about things or is uncomfortable around you then shes married. *ahemm* big clue. look at her ring finger on her left hand.

ask one of her friends that know her well if she is single or not. when asking someone out, do it in person. that shows that you are serious and you aren't messing around with her feelings. also when you ask in person, you can watch what her reaction and know if you said something right or offensive
ask her somewhere where there isn't a lot of pressure, like at the mall, coffee house, movies, etc
be honest and sincere too.........no one likes a lier
