One would really need to see them to attempt to be able to guide you. Some skin lesions would also require blood tests to investigate them. Either post a photo on the web and paste a link in answers, which I have seen cleverly done a few times, or quicker and easier get your GP to give you a diagnosis.

I use a tinted moisturizer from cover-girl. There are various shades and washes off after a shower. I have also heard that the fake tanning may help make it look more subtle.

you need to put lotion on your legs more than once a day. It could be very severe dry skin. Eucerin is a very good one to try.
