Most people that say no to this are lieing!!!Lotz of people have sex on the first date or first time meeting someone this is called one-night stands and yah everyone has the right to do it or not-it might not be the smartest thing to do especially with all the std's now adays.But you have to remember that your sister is older and is probably going to do what she wants so the best thing you can do is to tell her to use protection at least !Either way your sister is making the decision to not really care about making him wait or get to know her person instead of her body first which evidently she will get tired of doing or she will realize that when she does this it's based on sex and looks and that's it because if she meets someone and sleeps with them she isn't really minding that she or they don't know much about each other!So yah she could have more self-respect but hey if your the one that knows what's classy and morale then that's all you should be worried about cus by the sounds of it your the one that learnt whats classy and what's virtually EASY.
