Israel they know much of what is going on and they do different things to keep them relatively safe in a highly volatile region.
Apart from that some middle eastern nations do too and China. China has many spies.
American intelligence is great too but I dint know how good they are.

First of all, Intelligence Agencies tend to work in secret. So, the better they are, the less is known about them. That means also the best is probably one we've never heard about.
CIA (US) has big funds, but was recently accused of relying too much upon electronic intelligence, and neglecting its agents.
MI6 (UK) has a good reputation, however, how much truth stands behind it, I don't know (maybe it's just a James Bond-movie based PR?)
Mossad (Israel) is often quoted as one of the best and most effective intelligence agencies in the world...
