'Proper' and 'improper' usually apply only when others are present; who cares what you do when you're alone? Just make sure you are indeed alone & don't make it so much of a habit you'll slip up and do it in public...
Also after sitting in a patch of nettles, most people will understand if you scratch even if there are people present, but it's best if you can control the urge to do so. I can't remember sitting in nettles but I've touched them often enough, and it seems to me scratching usually makes it worse. I generally try to ignore it and then it's gone pretty quick.

It is not improper to scratch your bottom in private especially after sitting in a patch of nettles. Ouch!!

Scratch wherever you need to....you're human.

Best Not to touch directly, because anything you touch next will itch. Best to sit that bootie in some mud...let it dry and gently brush off. (helps take out tiny thorns and gives relief)......or....use the flip side of a fern leaf (rub over affected area)
....or you can forget my advice (that works) and go pink with calamine lotion.
