I have two male cats. The one who keeps his tail straight up is the newer one and I just think that it's odd and would not be comfortable for him. What's going on?

It's fine.
Some cats just do that. I think it's because they feel comfortable, so they are proud and strutting their stuff!

Definitely DO NOT tie any wieghts to it!! If the cat were uncomfortable, he would keep it lower.
Also, you'll know when he's not feeling well because his tail will hang lower. My cat behaves exactly like this, and she's a healthy 5 years old, tail straight up the entire time!

Yes, definitely DO NOT tie weights to your cats tail, that would just be cruel. Cats use their tails for balance and that would totally screw the cat up. Also, cats keep their tails up when they are comfortable with their surroundings, as soon as something that freaks them out happens, their tails go down. My cats always walk around with their tails up, it's especially cute with my fluffy cat b/c she looks like she's wearing fluffy pants haha

Tail up is a sign of a happy cat. It's how they signal to other cats that they are not a threat and want to be friends. Cats who have no tail are in danger of getting into more fights with other cats, because they are perceived as a threat.

He is just happy. If the cats tail was down all the time I would be worried. DON'T TIE ANYTHING TO IT TAIL!! PLEASE if it was not comfortable for the cat to have its tail like that then the cat would not do it.

Tails straight up (if not broomed out in fear) are like a happy flag waving. Sounds like he's trying to get the message across, hey I want to fit in here, I want to make friends, life is happy

whilst a cat is frightened and feels heavily threatened he will exhibit what sounds like an upright bottle brush (or puffy) tail. which means the cat has substitute into defensively aggressive; meaning it would particularly get away, yet whilst provoked it fairly is going to shield itself.

not sure why, when my male cat does that, it looks like the old grocery store carts with the flags on them to show where people were in the stores....

that is a message to themself to let people pet them and knowing that someone is around them. if their tail is down, they feel they are all by theirself but if you scare them while their tail is down, their tail goes straight up.
