A web camera is a video camera you connect to your computer that you can ususally take low quality pictures with. Using software that usually comes with it, you can have a live video conversation with someone if they have a web camera.

a web camera is in essence a specialized digital camera. they're strictly designed to be plugged into the computer and used for things like video confrencing. they generally provide a low-quality grainy image as they usually contain cheap CMOS image sensors rather than a CCD like a higher quality camera...they also contain a plastic lens which furhter adds to quality loss.
most common uses for them were business teleconfrencing...but this has expanded with the home market into video chat over things like yahoo messenger and whatnot.
