financial readiness program already told us they couldn't help us find a property manager. (typical military run-around)

Talk to a good real estate organization in your town. If they are any good they will have the answers to your questions before you get there. You will need to see what kind of background checks they do, credit checks, what kind of policies they have for those that do not pay, what about repairs to the property? They should also know what local rents are, and ask what they do to advertise to keep the property rented. What about general maintenance and upkeep. Do you want pets on the property? If so, what are the limitations. What about tenants who want to paint the house is lieu of rent? These are questions I would have. These all need to be worked out.

I would talk with the Real Estate agent that helped you purchase your home. The individual who helped us find our home, upon our PCS, also helped us with a property manager to oversee the renting of the home.

Talk to your housing office. They might be able to help you out by finding some contacts for you.

I would suggest talking to the people at your base housing office. They have trained councilors for that kind of thing.
