The requirement for a permit to hold a wedding varies by each public beach. Some beaches also require a rental/usage fee as well as a permit. Contact each beach authority directly to determine the requirements of the beaches you are considering. This site lists California beaches with wheelchair access: http://www.coastal.ca.gov/access/beach-wheelchairs.html

Also many hotels and resorts have private beaches to hold ceremonies as well. Since they are private, you do not need a permit, but have to coordinate your ceremony with the hotel/resort and pay their required fees.
