The same way a 10-year-old learns to do anything else. When flying, there are too many critical judgment calls to trust to a child, but the operation of an aircraft is pretty simple. When a child flies with me, I always offer them the controls.

Addendum: Flight instruction can be given to anyone of any age. Also, one only has to be 15 to earn a private pilot certificate. Isn't that awesome? You can fly a plane before you can drive a car!

Get some simulators, like Microsoft Flight Simulator X, I believe this is the best way to start learning the basics without actually flying a plane!

Yes although it isn't recommended.
I remember a few years back there was a young girl (I want to say 6yrs old but honestly don't remember) who had learned to fly and she ended up dying in a plane crash. This may have been in late 90s when it happened.
