Hair does not grow faster because you cut it. However, if you don't get regular trims, your hair could get split ends and breakage and could appear to you that it's not growing due to the constant breakage. Especially if you color, perm or are in the water alot.
Hair grows from the scalp. And the speed is determined by all kinds of factors including: Scalp and Hair Health, Heredity, time of year (hair grows slower in the winter than in the summer), your age (hair grows slower as we age), of course these are all general terms, and there is always the exception.
If you are trying to get your hair to grow faster and healthier then some basic things you need to be doing is using good haircare products, brushing the hair at the scalp everyday with a bristle brush. (Brushing at the scalp stimulates blood flow, which is what your hair lives and grows on. The more food it gets, the more it will grow and the more healthy it is.) Also, keeping it trimmed of split ends and damage will allow it's length to remain as it grows instead of being broken off.
So to answer your question. No, cutting the hair does not stimulate growth. But, it helps to keep the hair healthy on the ends as it grows to allow for more length.

Some theories suggest cutting your hair according to the moon cycles make your hair grow faster.
Science explains it's a load of crap. It really is.
Hair grows from your SCALP and out, not the end of your hair. As your hair grows, it just keeps pushing it out the follicle. Everyone's hair grows at a different rate due to health and genetics, but the average is 6 inches a year.
The important thing to remember is that you STILL need to cut your hair to keep the ends in shape. There is nothing you can to do 'fix' a split or broken, or overstretched hair.
Here's how to identify them:
Split: Will look like a V, or broomstick on the ends. Can also look like feather if the split is further up the hair, not on the end.
Broken: Looks like a dot in the middle of the hair shaft. Sometimes will bend at a 90 degree angle, may even break off if you try to bend. Some are actually a HOLE through the hair.
Overstreched: The hair will be very thin on the end, and look like a curly cue. This usually occurs if the hair has been stretched from combing too roughly, and the hair has snapped off leaving the curl.
Nuvabludag is correct in saying that hair has a growth cycle---BUT that cycle is longer or shorter, depending on genetics. Women who's hair is floor length have a MUCH longer growth cycle. Some women are never able to grow their hair past shoulder length.
I've been growing mine out for nearly 7 years and it is nearing 'bellybutton' length. If you're interested in growing your hair long, Yahoo! has a wonderful group called the Floor Length Club. This is going to go with something that Josie said. Yes all of your hair grows from the scalp BUT, if you cut your hair in between the full moom and the new moon, it does grow faster. When you cut your hair, it has nothing to do with your scalp however, You will notice that it seems to be getting longer quicker. I have been doing this for years, and it works. I am a hair stylist as well, and many of my clients noticed it and have said something. It does have to do with the phases of the moon and the way farmers start their crops...Try it, then you can make your decision....

No , but it does get rid of split ends .Scalp massages and heat conditioning treatments stimulate blood circulation in which will stimulate growth.

Each hair follicle grows for about 2 – 3 yrs and then it will stop growing for 2 or 3 yrs. Then they cycle will start all over again. So cutting dose not make a difference.

NO! your hair grows from your scalp. People just cut there ends because they think it grows from there but it doesnt! I just cut my ends because split-ends r ugly lol
TRUST ME DONT CUT YOUR HAIR UNLESS THERE ARE SPLITENDS BECAUSE HAIR GROWS FROM SCALP
