Do you mean to ask why some short-forms in English end with a period (dot) and some do not?

This is the rule: Abbreviations (Example: Mr. for mister) end with a period.

Acronyms (words formed by taking one letter from each word in a series, Example MAP for motorist-assistance-program) are written in all capital letters and NO periods.

Of course, what makes the English language so difficult to master is that there are so many exceptions to the rules. Example: 'vs' for versus is often written without the ending period.

It depends if it's an acronym or an abbreviation.
