Goodness, what a question. The flip answer would be to never turn it on, but I'm sure you use your PC, so here is what I would suggest.
ALWAYS have up to date anti virus and anti spyware installed. You can find excellent antivirus for free at free.grisoft.com. There are several other providers who have free versions.
Another thing to do/not do is use caution when uninstalling programs. Make sure that if you have to uninstall a program that you use the uninstall capability that comes with the program or use Windows add/remove programs in Control Panel.
Finally, e-mail and surfing the web. Be extremely careful what sites you visit. Almost every site now has some sort of cookie that installs on your computer. They don't slow down your computer aside from taking up minimal space on your hard drive. Never open an email from someone you don't know.
If a pop-up comes up on your screen that says there is a problem with your computer and you need to do a scan -- DON'T!!! There is no website out there that sits and monitors every computer in the world. What you possibly will get if you click on the link is spyware, viruses and all sorts of trouble.

Hey better try System mechanic.It is a multipurpose software which deletes all the temp and junk files in the system. It also acts as antivirus and spyware. So it will be very useful for you.
You know usually windows creates some temporary files within itself for it's internal purposes and does not delete it again. So it occupies a certain amount of space in you hard disk. This software removes all those files and also clers your history, cookies, cache memory. It also helps in clearing RAM memory when needed by you.

Antispyware Antivirus free software can do somework not all if you really want to clean up the system you have to pay for the software
