Yes, it is correct. Just imagine that u n Ramu are with each other. Then, the man who saved Ramu comes to that place, n Ramu recognises him. If an other person asks u what's going on, what else would u say? This sentence suits the situation best, doesn't it? So, i guess ther's nothing wrong about the sentence.

The correct one would be 'Ramu recognizes the kind man who HAD saved him from drowning'

this is becoz u have to let the reader know which event happened first - the saving, or the recognition...
