A comfortable desk with plenty of space to spread books out.
A comfortable chair with a well padded seat so you rear won't get numb from sitting for hours.
Either a good lighting fixture (ceiling lights or desk lamp) or a lot of windows.
Maybe a chalkboard/whiteboard to write stuff out you're trying to figure out.
Enough space to get up and pace around while you think about the problem you're trying to figure out.
Keep the walls painted a cool, neutral color, and keep out the posters and other decorations that may be distracting.
Maybe a small fan to help keep the room a comfortable temperature.
I think anything else might be distracting and defeat the purpose.

Everything everyone else said you need.
BUT you'll also need a place there to relax. Maybe an armchair or a chaise lounge.
You might not want to sit at your desk all the time (Think of your back too!), but move around a bit and do some of your reading/ studying in a more comfortable place. Also, a quick nap here and there while studying a lot is very refreshing and mind-sharpening. [Information is retained better if played through in your head just before falling asleep/ napping, by the way).

I think a study room needs to be comfortably warm but not too warm, with desk and chair, good light, with an area that can be used to lay out larger projects and to colate together papers etc.even if this area is a floor but a larger fold up table is perfect.
A chair more comfortable than a desk chair is something I like in a study room for when I am just reading not writing.
