I don't know about Wiccans and Pagans but the full moon lunar eclipse (March 3) would signify as other full moons do, a culmination or end of a matter that is ruled by whatever horoscope house of you chart that It falls in, (by sign and degree). Lunar eclipses are usually emotional and often represent matters with females and endings

Solar eclipses (March 18), signify the start of something new, as stated above, depending on what house it falls in. They are often more significant and may represent matters with males, and new beginnings.

Eclipses have similar meaning to the full and new moons but are many timers more powerful, and the time span that their influence is in effect is longer.
