So I am wondering, if an interstate is closed due to, oh, I don't know, maybe a blizzard............the road is clear but icy can you still drive on it, or will the highway patrol not let you????

Anytime an interstate is closed there will be baracades at the entrance ramps so you can't enter the interstate. There will also be barracades on the interstate itself forcing incoming travelers off of the closed roadway.

When a highway is closed, they block the entrance ramps. If you bypass the block you may be arrested. If you don't get caught and have an accident, there will probably not be any police patrols on the road to help you.
