I am looking for something that has the build quality I can trust (I experienced a tread seperation on one tire of my last set after only 3 weeks of use. They were $40 tires.) Do I have to buy the best of the best for this? I would rather not spend more than $75 per tire. But, if that is what it costs to get something decent, then I can justify spending the extra cash.

Go with Michelins. They are a great tire. They last me on average around 80,000 miles before I have to replace them. Buy them at Costco if you have a membership there. I paid around $94 each for them there.
