How to convince you parents to let you go out with somebody?

What about if they even don't know with who are you going out with...

You have to gain your parents trust. If you can win their trust and tell them you won't do anything stupid they might. Some parents are a little too strict about this and should let their daughter date. You are in high school I presume?
