He is a red cattle, we got him from rspca when he was three months old. At 1st he used to pee himself when you got close to him now he only does that if he get into trouble. He wears a collar all the time and it does not bother him, but when you put a lead on him to go for a walk he pulls away from you as far away as he can get, we have tired using treats but he still doesn't come we have even got him a harnest but he still pulls away or lays down. He is not even interested in playing with tennis balls or squeaky toys. Please tell me is there anything else we can try so we can take him for walks?

When I worked for a breeding facility we had this problem alot. The way we did it was to put the lead on and stand there. We wouldn't move any time the pups would yelp, jump, buck, or try to back out of it. Once they settled down some we would take a few steps. If they started doing it again just stand there again. It may take a day or two but the pup will quickly realize that nothing bad will happen to him just because it is on.

Every meal time clip his lead on him and give him his food. Then take it off once he has eaten his dinner. Do this until he has started to accept it. then clip it on and let him trail it around the house. Gently pick up the lead and don't pull on it just follow him around the house holding the end of the lead. He clearly is a very frightened puppy and needs very gentle persuasion. Try to find a treat, such as small cubes of cooked chicken, cheese and liver, which will really get hm going and just gently show him that it is OK to have a lead on. You never know he could have been beaten by his lead.
Also enroll yourself into puppy training classes and explain to the trainer what his problems are.
