Dandruff can be more than dry skin flaking off the scalp. It has many possibilities, such as seborrheic dermatitis, certain types of funguses, pityriasis capitis, ringworm, and plain old dry scalp. Treatment usually depends on what kind of scalp condition you have. If normal dandruff shampoos don't work, you probably will have to have a dermatologist look at it and see if it is something more.

I'm no expert but I remember hearing that dandruff is basically the skin of your scalp that dries up and eventually peels off.

a dry scalp causes dandruff - try changing your shampoo (preferably a shampoo that treats dandruff)

so the dead skin from your scalp is dandruff
