Window XP SP 2.
Now I say 2 because 1 has a lot of security holes in it. Windows will remind you all the time until you upgrade it.

Depends on what kind of use you are going to put it to.
For slow computers:
Use 98 if tou want to just look around (surfing...)
Use linux (damn small linux , ubuntu, suse personal) if you want to see hoe far the old computer will go. Incredibly, on my old computer on which win98 didn't want to go nor winxp, linux entered and now i use that pc as a media centre.
For High end computers:
1. For beauty but less functionality use vista or xp
2. For games ..98 works great, but .NET games need you to run xp or later. Linux works poorly in this section because not many games are released for this platform (3D)
3. For speed linux speeds are the best as you can control what the os does with your hardware more easily.
4. For server linux beats them all.
5. For programmers win xp as most people use that.
6. For open source programmers linux as more people using that platform want open source as they understand the 'crazy-codes'
7. For newbees win xp first choice than vista.
8. Of course.. for people who want to show off... Vista ULTIMATE.
9. For newbies windows xp
10 . For peolple who love changing appearances, looks, desktop shells e.t.c LINUX
TO sum it all up... each OS has is +ve and -VE

Depends upon what you want to use it for.
If you want flexibility and control as well as speed, or if you want to do programming, Linux/BSD definitely is the best. If you want to play games, then Windows is the best. If you're into graphics or video or music creation, go with the Mac OS. IF all you're interested in is basic web surfing, email and simple word processing, any will do (but I'd go with Linux because it will run on slower hardware and is cheapest).
