To be shaking someone's hand while talking to someone else and not paying the person whose hand you are shaking any mind?
I see it happening very often in reception lines on TV.

Yes, I agree. The person whose hand you're shaking deserves your full attention - for at least the few seconds that it takes to deliver it - and to carry on talking to someone else at the same time just signals to the person on the recieving end of the handshake that you don't really care.

This happened to me once about 30 years ago and I still remember and bear the person a mild grudge (and I'm not one for grudges generally).

Yes, but these reception lines are often hurried on, there may be hundreds of people who want/need to shake hands with someone... I still think it's rude but also a bit more understandable than when it happened at a smaller event.

yeah, i think if you are talking to someone else, you should shake the other person's hand when you are done talking to that person, so that the 2nd person has your full attention...that would be kind of rude...

Reception lines are a tough call, so much is going on. But, yes, I would consider it rude.

It is very rude. When you shake someone´s hand you have to pay them your undivided attention.
