She is coming from Brazil. The dog is a male yorkshire terrier. It is neutered. 2years old. I have no idea what the process is for bringing a dog into the US, or if it is possible at all. I'm sure it must have all shots required here in the US, but I don't know what else.

Along with what needs to be done as stated below, she should also contact the airline she is traveling to find out how her dogs can travel in the passenger compartment with her, as opposed to the cargo compartment. The cargo compartment is not insulated, heated, or cooled, so that animals freeze in the winter and swelter in the summer, both of which can cause a very ill or even dead pet. Some airlines restrict the months they allow pets to travel as cargo due to weather extremes. She really needs to look into how her pets will travel for the sake of their safety.

This is from US Customs and Border Protection cbp.gov. See the link below. I entered the search “entering usa from brazil with pets” and then clicked on the hyperlink:
Pets and Wildlife: Licensing and Health Requirements
It is an Adobe Acrobat format, so be patient while it loads. (The second link essentially gives the same info but you don’t have to deal with Acrobat.)

Dogs — Domestic dogs must be free of evidence of diseases communicable to humans when examined at the port of entry. If the animal is not in apparent good health, further examination by a licensed veterinarian may be required at the owner’s expense.
Vaccinations
Dogs must be vaccinated against rabies at least 30 days before entering the United States. This requirement does not apply, however, to puppies less than three months of age or to dogs originating or located for at least six months in areas designated by the U.S. Public Health Service as being rabies-free.
The following procedures pertain to dogs arriving from areas that are not free of rabies:
•A valid rabies vaccination certificate should accompany the animal. This certificate should be in English or be accompanied by a translation. It should identify the animal, the dates of vaccination and expiration, and be signed by a licensed veterinarian. If no expiration date is specified, the certificate is acceptable if the date of vaccination is no more than 12 months before the date of arrival.
•If a vaccination has not been performed, or if the certificate is not valid, the animal may be admitted if it is confined immediately upon arrival at a place of the owner’s choosing. The dog must be vaccinated within four days after arrival at the final destination, but no more than 10 days after arrival at the port of entry. The animal must remain in confinement for at least 30 days after being vaccinated.
•If the vaccination was performed less than 30 days before arrival, the animal may be admitted but must be confined at a place of the owner’s choosing until at least 30 days have passed since the vaccination.
•Young puppies must be confined at a place of the owner’s choosing until they are three months old, then they must be vaccinated. They must remain in confinement for 30 days after the vaccination.
•Dogs that arrive in Hawaii or Guam, both of which are free of rabies, are subject to locally imposed quarantine requirements, in addition to other Public Health Service requirements listed above that may apply.

She should also find a vet that has experience with clients who travel abroad, as they might know some needed little extras.

Domestic dogs must be accompanied by a health certificate stating that they are free of evidence of diseases communicable to man. Dogs to be used with livestock must be examined for tapeworms at the port of entry and, if found infested, must be freed of tapeworms.
Dogs must be vaccinated against rabies at least 30 days prior to entry into the United States, except for puppies and kittens less than three months of age and for dogs and cats originating or located for six months or more in areas designated by the Public Health Service as being rabies free.
A valid rabies vaccination certificate should accompany the animal. This certificate should identify the animal, specify the date of vaccination, date of expiration, and bear the signature of a licensed veterinarian. If no date of expiration is specified, the certificate is acceptable if the date of vaccination is not more than 12 months before the date of arrival.
The state of Hawaii and the territories of Guam and American Samoa have special requirements in addition to those listed above. All dogs entering the state of Hawaii and the territories of Guam and American Samoa are subject to a 120-day quarantine in accordance with state and territorial regulations.
