It sounds like you are looking for directions to the spam exchange market but i would rather recommend anyone who wants email lists, to provide their prospects with quality info and to offer opt-in email subscription. It meets the requirements for both 'targeted' and 'quality' plus it is considered ethical plus conversion rates tend to be higher.

You build your own opt in list. Anything else is spam - people loath it!
