I don't know but I would assume at the customer service desk in any Wal-Mart store might be a good place to start.

The link for Wal-Mart credit cards online is
http://www.walmart.com/catalog/catalog.gsp?cat=435440
If you prefer to apply in-store, go to the jewelry counter. This should be where the gift registry kiosk is located. This can also be used to sign up for a wal-mart credit card, for potentially instant approval.
Alternatively, if you prefer to fill out a paper application and mail it in, you can pick up an application at the service desk, the jewelry counter, or often in the location formally used for layaway.
