I shall purchase a DSLR camera costing over 700 USD, is it possibe to recoup the us tax paid or do i need to fill out forms, etc. Many thanks

No, sorry, we don't have a tax rebate like the VAT rebates in many countries. Sales tax is assessed at the point of sale on all sales within the state, without regard to your residence.
